ACTUAL PROBLEMS OF THE ESSENCE OF PUBLIC ADMINISTRATION IN THE WORLD AND UKRAINIAN DOCTRINE OF ADMINISTRATIVE LAW

The study analyzed the views of Ukrainian, American, Czech, Chinese, Danish, Belgian, and Slovak researchers on current problems of the essence of public administration. It is pointed out the need to understand the phenomenon of entrepreneurship in the context of the development of the public administration system, which in the market economy lays down a vector of socially oriented solutions and approaches aimed at meeting the maximum possible range of client needs, creating a comfortable environment for employees. It is emphasized that civil society institutions should be considered within the framework of modern administrative and legal doctrine not only in the context of interaction with other subjects of public administration, but also as independent organizations with their unique approaches and mechanisms of activity. The activity of a specific institution of civil society can serve as an institutional form of expression of public opinion. It was determined that the activity of a specific institution of civil society, the number of events held by it, and coverage within the target audience can serve as an institutional form of public opinion expression. And those approaches and methods that receive the greatest support among the population should be implemented at the level of established practices in the activities of other subjects of public administration, in particular at the level of state authorities and local self-government bodies. It is claimed that a deep understanding of existing problems in the academic field can have a positive effect in the development of the public administration system. After all, the academic environment embodies those theoretical and applied foundations that allow students to form a basic view of a particular issue. It is emphasized that the domestic experience of implementing a communication strategy in the conditions of the latest challenges for the global community should find its organic continuation in the works of foreign researchers in order to understand its potential adaptation to the realities of a specific individual state or its justified objection.
