UN SUSTAINABLE DEVELOPMENT GOALS AS A TOOL FOR STRENGTHENING UKRAINE’S NATIONAL SECURITY UNDER CORRUPTION THREATS

This article examines the relationship between the United Nations Sustainable Development Goals (hereinafter referred to as UN SDGs) and Ukraine’s national security in the context of corruption threats.The author conducts a comprehensive analysis of the evolving understanding of security and sustainable development, emphasizing the progression from perceiving them as separate categories to recognizing their profound interdependence. The paper substantiates that in contemporary conditions, especially during martial law, ensuring national security and implementing the UN Sustainable Development Goals have become interconnected tasks requiring an integrated approach.Based on Ukraine’s National Security Strategy (September 14, 2020), the author identifies five UN SDG-aligned features: human development focus, environmental security, anti-corruption mechanisms, economic resilience, and renewable energy development. However, corruption emerges as a systemic destructive factor threatening these strategic objectives’ implementation.The article proposes three innovative approaches to minimizing corruption risks in the implementation of UN SDGs: deploying distributed ledgers for monitoring financial flows in sustainable development projects; utilizing comprehensive corruption risk assessment models based on big data and machine learning; and establishing structured mechanisms for public involvement in the planning, execution, and monitoring of sustainable development projects.The research substantiates that integrating technological innovations with institutional changes and strengthened public oversight creates a multi-layered protection against corruption risks, which is particularly crucial for Ukraine amid the transformation of its national security system and the implementation of international sustainable development standards.
